Configuration Management Benchmarking Group Workshop Sessions Modification Process Best Practices – Keith Reinsmith, Bob Hess As a follow-up to the presentation on the modification process, this session will provide a forum to share insights and best practices associated with the modification process for nuclear power plants. The workshop will examine each of the major elements of the modification process; scoping, design, planning, implementation, closeout, and post-mod assessment. The focus will be on the technical and logistical aspects of these elements of the process. It will not focus on modification funding and budgeting considerations or on specific software tools used to manage the modification process. Attendees should come prepared to share their best practices associated with each phase of this process with the goal of providing all attendees with meaningful improvement takeaways for consideration in their process. This workshop promises to be an energetic and information rich session with potential significant benefit to attendees. Latent Issues Review Workshop – Sonja Myers, Bill Kline In this workshop, we will discuss the methods for finding latent issues, techniques for communicating the seriousness of the issues to the station, how to drive the issues to closure and how to improve the configuration management processes to prevent creation of latent issues with changes made today. As examples, we will work through the findings from Component Design Basis Inspections (CDBIs), 50.59 and modification inspections. These will be categorized into the different areas of the 3-Ball diagram and possible failures that allowed the issue to be initially installed into the plant/documentation. As a participant, come prepared to discuss the issues found at your station(s). You should be able to answer: - General information to describe the history of the issue and how it was identified or discovered - Where the mismatch in the 3-ball diagram occurred - What process breakdowns allowed the issue to be latent - What the station did to remedy the mismatch. This workshop will follow a presentation made by Sonja Myers discussing the issues found during NMC’s CDBI’s and 50.59 and modification inspections. The presentation will cover the above objectives. Breakout Sessions Licensing Basis vs Design Basis - Ken Isley, Rick Harris This breakout will follow up on a presentation on the same subject. The presentation will address the definitions of licensing basis and design basis, operating experience where a failure to understand the distinction has led to regulatory issues and training to improve organizational awareness Workshop participants will be asked to relate experiences at their sites (both positive and negative) and to describe corrective actions that they have taken to address the problem. Temporary Configuration Changes - Tony Hathcock, Rick Harris This Breakout will follow up on a presentation on the same subject. The focus will be temporary changes to the plant configuration that are permitted outside of the temporary modification process. These are pre-engineered changes that are typically performed under programs and procedures, such as scaffolding, lead shielding, fluid leak management and temporary power. These changes are made to SSCs that remain in service unlike temporary Alterations described in the Maintenance Rule that apply to SSCs that are out of service. The presentation will compare the definitions of Temporary Configuration Changes, Temporary Modifications and Temporary Alterations and will reference INPO Engineering Digest ED 2006-1, where they are called “subprocesses”. Participants will be asked to provide examples of such Temporary Configuration Changes at their sites that are covered by existing procedures and programs. We will try to identify utilities which have good programs where such changes are
New Plant Configuration Management – Sam Melton, Cliff Wallen This session is a follow-on to the presentation of the CDSV New Plant CM paper. Participants will have an opportunity to provide feedback on New Plant CM white paper, identify additional areas for consideration, lessons learned, and areas needing further investigation or development. Participants will also identify where data can be obtained and how to maximize the use of systems to capture it, explore things that can be done to prevent problems in the next generation of plants, and receive input, good practices, lessons learned and suggestions from other participants. Control of Facility Configuration Information (Drawings and Equipment Database) – Ray Macleod, Tom Czerniewski Proper management of Facility Configuration Information (FCI) is vital to facility configuration management. This break out session will focus on the different methods of managing drawings and equipment information, including preparation of change documents (pending revisions), drawing categorization, format and update, and methods of updating and maintaining equipment information, including electronic methods. CM Program and Organization – Mike Stout Participants will have an opportunity to: discuss various ways to implement an effective CM program, including how to organize assigned resources, the role of procedures in program implementation, and how to involve the entire nuclear staff in the CM concepts. They will also be able to receive input/good practices/lessons learned and suggestions from other participants. The Program Management elements of the current version of ANSI/NIRMA CM 1.0 will provide the framework for this discussion. CM Fundamentals (CM-101) – Bill Kline During past conferences, we have presented the basic fundamentals of configuration management (thus dubbed “CM-101”) during the first morning as a presentation to introduce people new to the conference to the concepts, words, and terms associated with CM. Time restraints with the morning presentation format have led the CMBG Steering Committee to change this item to an afternoon Breakout Session to allow for more time to discuss the topic and allow for questions and discussion from the audience/participants. People attending the conference for the first time, or new to the field of configuration management, who want to review the basic principles of what CM means to the nuclear industry should attend this presentation/discussion. Participants are invited to bring questions or examples regarding their CM challenges at their locations for discussion and input from your peers. Control of Calculations – Sonja Myers Participants will discuss the fundamentals of calculation control. Areas to be discussed include: Control of Inputs; Control of Assumptions; Cross-referencing; Methodology selection; Updates for incremental changes. This session provides opportunity to share input/good practices/lessons learned and suggestions from other participants. CM Health Reports and Trending – Sam Melton, Harry Oats This session is a follow-on to the morning presentation of the CM Health Report & Trending at Crystal River. Participants will have an opportunity to discuss and share methods used to capture, data tracked with-in their programs, identify lessons learned, explore potential problem areas and how to overcome them, and receive input/good practices/lessons learned from other participants. |
